Build for a poor connection
This is the single design constraint that matters. Contractors look for operators from site offices, from cabs, and from places with one bar of signal. A page that loads in one second on office broadband can take fifteen there.
What to do about it:

A practical point with a real hosting consequence. Operators often scan their CPCS or NPORS card and upload it as a PDF or a photograph.
Two problems with that. A scanned image is invisible to search, so a contractor searching for a machine category plus your area will never find you. And a two-megabyte scan is a slow download on a site connection when the information could have been three lines of text.
Put the categories, the machine names and your card status in plain text on the page. Keep a scan available if you want, but as a supporting file rather than the primary information.
The phone number is the primary action
Almost all your enquiries will be calls, not form submissions. A contractor needing an operator for Thursday rings round; they do not wait for an email reply.
